National Commission on the Elimination of Violence against Women

National Commission on the Elimination of Violence against Women (KOMNAS Perempuan) was established in 1998 as an independent national institution to protect women’s rights, including preventing and reducing violence against women. It does so through raising public awareness, collecting data and reporting cases of violence against women, conducting research, reviewing state policy, and facilitating cooperation and networks to reduce violence against women.

KOMNAS Perempuan established the Forum of Service Providers (FPL) bringing together a network of 112 organisations spread across 32 provinces in Indonesia of frontline services for victims of violence. MAMPU supports 20 FPL members, working in 15 provinces, 31 districts and 102 villages.

Approach developed as MAMPU Partner:

  • Together with FPL, continue to improve local and national databases for handling cases of violence against women in Indonesia including women with disability.
  • Collective advocacy with local and national civil society organisations (CSOs) on gender equality.

Achievements through the MAMPU Program:

  • KOMNAS Perempuan is advocating for the Draft Law on the Elimination of Sexual Violence (RUU PKS). The draft Bill has been listed on the national priority legislation program (Prolegnas) 2015-2019 and is being debated by Indonesia’s national parliament.
  • Development of the Integrated Criminal Justice System for Handling Cases of Violence against Women (SPPT-PKKTP) model being piloted in Central Java.
  • In 2017, undertook an assessment of the government’s Integrated Service Center for Victims of Violence (P2TP2A) and held a national conference with the Women’s Empowerment and Child Protection Agency (KPPPA), Ministry of Social Affairs, Ministry of Health, National Police and Attorney General’s Office to share the findings.
  • An MOU was signed between the Ministry of Women’s Empowerment and KOMNAS Perempuan and FPL to synergise their databases and reporting.
